Valdimir Talley, Jr.

Valdimir Talley, Jr., is the District’s Safety and Security Administrator. Prior to joining DPS, Mr. Talley spent more than three decades in law enforcement, most recently as Chief of Police for the Maywood Police Department, from which he retired in 2021. He has more than 18 years of criminal investigative experience; graduated from the FBI National Academy program; and has served as Bureau Chief for the Illinois State Police, Board member for the National Organization of Black Law Enforcement (NOBLE) Chicago Metropolitan Chapter, and as President-Elect for the Rotary Club of Maywood-Proviso.
 
Mr. Talley is familiar with the Decatur area, having lived here previously, with two children who graduated from Johns Hill Magnet School and Eisenhower High School.

Responsibilities

  • Supervise Security Personnel: Oversee 34 School Security Officers, 5 Crossing Guards, and 5 contractual substitute staff to ensure daily safety coverage.

    Serve as Liaison to School Resource Officers: Coordinate efforts and communication with five School Resource Officers to support school safety and law enforcement partnerships.

    Manage Emergency Roles and Responsibilities: Ensure clear protocols for emergency procedures, including staff and student movement, evacuation, and safe crossings.

    Develop and Maintain Emergency Operations Plans (EOPs): Create, update, and ensure compliance with Emergency Operations Plans, meeting all state-mandated elements.

    Oversee Safety and Security Technologies: Monitor and maintain systems for emergency drills, visitor and volunteer management, and other security-related technologies.

    Monitor Anonymous Threat Reporting: Review and respond to anonymous reports of potential threats to student or staff safety.

    Respond to Behavioral Threats: Assess and manage behavioral threats in coordination with appropriate school and district personnel.

    Complete Mandated Safety Reporting: Fulfill all required safety and security reports in accordance with district policies and state regulations.

    Coordinate School Security Training: Develop, schedule, and lead ongoing training for school security personnel and staff.
